Website Requirements

  1. Your website must have a static IP address.
  2. Your website must feature documents required for carrying out the transaction between a store and client in compliance with the laws of the Russian Federation (offers, agreements and other documents).
  3. Online stores offering item collection outlets must provide information about their locations (such as address and travel directions).
  4. If an item sold in your online store is subject to exchange/return under Russian laws, your web site must disclose your return policy.
  5. Your web site needs to provide contact information of customer service personnel (telephone, e-mail, Skype).

Decisions are made on a case-by-case basis. However, even if a merchant meets all requirements, the payment service may be not exposed to a merchant due to other reasons.

Items unconditionally prohibited for purchase and sale on Internet websites within the territory of the Russian Federation: 

  1. Any items prohibited for sale or withdrawn from civil circulation in accordance with the law of the Russian Federation,  including weapons, ammunition, military equipment, and/or explosive, poisonous, toxic and other hazardous substances  and items, radioactive materials, pornographic materials, as well as narcotics and psychotropic substances.
  2. Items that the User is not licensed to sell.
  3. Any items violating or hindering the realization of rights of third parties.
  4. Stolen items.
  5. Internet-accounts, in various services, networks and computer games –  (Skype, ICQ, e-mail, etc.).
  6. State decorations.
  7. Counterfeit monetary objects and counterfeit postage payment objects.
  8. Shares and other securities belonging to third parties.
  9. Foreign currency and other currency valuables (except their purchase and sale for numismatic purposes).
  10. Radio-electronic and special technical devices in accordance with the List approved by the Resolution of the Government of the Russian Federation dated 2-02-98 (No. 111), as well as special technical devices designed for surreptitious obtaining of information (the List is approved by the Resolution of the Government of the Russian Federation dated 1 July, 1996 No. 770).
  11. Valid or effective state identification documents, signs, passes, permits, certificates and licenses.
  12. Official forms, accountable forms.
  13. Any items and services noncompliant with principles of public order and morality in the Russian Federation.
  14. Spammer databases, goods and services that may contribute to unauthorized mailings.
  15. Databases containing personal information.
  16. Materials containing state, bank or commercial secrets.
  17. War decorations of Russia and USSR, as well as commemorative medals and signs awarded to veterans who took part in warfare.
  18. Items and materials whose sale violates copyright and/or related rights of third parties, trademarks and patent rights.
  19. Materials violating the secrecy of private life, violating the honor, dignity and business reputation of citizens and legal entities.
  20. Materials that are delivered only virtually and are not recorded on any tangible medium (such as ideas, methods, principles, etc.).
  21. Objects of archeological heritage (as defined in Article 3, Federal Law No. 73-FZ "On Objects of Cultural Heritage (Monuments of History and Culture) of Nations of Russian Federation" as of 25 June, 2002).

Items that may be purchased and sold under specific terms (availability of licenses, etc.): 

  1. Items and services not designed for minors.
  2. Items related with the activity of law-enforcement bodies (except the aforementioned prohibited radio-electronic and special technical devices).
  3. Animals, as well as parts and organs of animals.
  4. Alcoholic beverages.
  5. Pharmaceuticals and medical equipment.
  6. Cigarettes.
  7. Food products, except non-perishable ingredients in factory packing which complies with state quality standards for retail.
  8. Skins and products made of skins of rare and endangered kinds of animals as defined in the List approved by the Order of the Ministry of Nature of the Russian Federation (dated 27 June, 1994 “No. 202”).
  9. Furs.
  10. Encryption tools, as well as secured technical facilities for storage, processing and delivery of information.
